SB 363 (Allen)
Senate Bill 363 (S-1) would amend the Michigan Vehicle Code to include park model trailers in provisions regarding the transport of mobile homes.
"Park model trailer" would mean a vehicle that meets all of the following:
-- Is built on a single chassis, mounted on wheels, and designed to be towed by a motor vehicle from time to time.
-- Requires a mobile home permit to be towed on a street or highway.
-- Is designed to provide recreational seasonal or temporary living quarters.
-- When used as recreational seasonal or temporary living quarters, may be connected to utilities necessary for the operation of installed fixtures and appliances.
-- Is not a mobile home under the Mobile Home Commission Act.
The Code prescribes the maximum dimensions of a mobile home being towed on a street or highway, provides for special permits for the towing of a mobile home that exceeds the
maximum dimensions, prescribes other requirements for the transport of a mobile home, and authorizes the State Transportation Commission to order the Michigan Department of Transportation to cease issuing the permits under certain conditions. A person who violates these provisions is responsible for a civil infraction and may be assessed a civil fine of up to $500. Under the bill, these provisions also would apply to the towing of a park model trailer.

SB 409 (Barcia)
The bill would amend Part 435 (Hunting and Fishing Licensing) of the Natural Resources and Environmental Protection Act to revise a provision concerning the duration of hunting and fishing licenses. Currently, all hunting and fishing licenses are valid for one year ─ from March 1 through March 31 of the following year ─ except for those issued for a designated limited season. Under the bill, all licenses would be valid from March 1 through March 31 of the following year, or as otherwise provided by order of the Natural Resources Commission. The Department of Natural Resources (DNR) would designate the period of validity on the license or permit. As amended by the Senate, the bill would require that the DNR report to the Legislature on how it would ensure the proper accounting and allocation of multiyear license revenue at least six months before the Commission issued an order allowing a multiyear license or permit.

-- Permit the Secretary of State (SOS) to create a fund-raising plate or collector plate recognizing Habitat for Humanity.
-- Create the "Habitat for Humanity Fund" and require donations for those plates to be deposited into the Fund.
-- Require the State Treasurer to disburse money from the Fund to Habitat for Humanity on a monthly basis.
-- Require Habitat for Humanity to give the Department of Treasury an annual accounting of money received and used under the bill.

-- Require the SOS to transfer the donation money from the sale of the fund-raising plates to the State Treasurer, who would have to credit the money to the State's General Fund.
-- Eliminate the limit on the number of State-sponsored fund-raising plates that may be developed.

-- Require the State Treasurer to disburse money in the Fund on a quarterly basis to the Michigan Chapter of Ducks Unlimited, Inc., and provide that the money could be used only to protect, enhance, restore, manage, and acquire wetlands and associated uplands in the State. -- Require the Michigan Chapter of Ducks Unlimited to give the Department of Treasury an annual accounting of money received and used under the bill.

The bill would amend the Michigan Liquor Control Code to create a catering permit and allow the Liquor Control Commission to issue a catering permit to a public on-premises licensee or the holder of another state's substantially equivalent license, as a supplement to the on-premises license, allowing the sale and delivery of beer, wine, and spirits in the original sealed container at locations other than the licensed premises, and requiring the permit holder to provide for service of the beer, wine, and spirits at a private event where the alcoholic liquor was not resold to guests. The Commission could not issue a catering permit to an applicant whose food service establishment delivered beer, wine, and spirits but did not serve the beer, wine, and spirits.
