Sen. Judy Emmons is sworn in by Michigan Supreme Court Chief Justice Robert Young, Jr. as her mother, Phebe Wilson, grandson Keegan, granddaughter Kennedy, and husband, Jerry Emmons, stand with her during the administration of the oath of office.
