By promoting housing stability, employment, and independent living skills, the pilot reduces avoidable downstream public costs associated with emergency services, justice involvement, and long‑term public assistance. The program advances the public interest by strengthening economic participation, improving population‑level health and safety outcomes, and informing statewide child welfare and transition‑to‑adulthood policy through measurable, outcome‑based data.
